To start off, you will need some money, strongsid3 has provided you with a 150m starter, use it!
Now do ::food 2147 sharks.
Now that you have some money, you must decide what kind of pure you will be.

A far caster / range hybrid - range & mage - Decent
A melee hybrid - melee and range / mage. - decent.
a ranger - range - kinda sucks.
a mager - mage - Can't really get pks this way.
A warrior - 70attk 99str - decent.
A tripod - 99range, 99mage, 99str, 70attack.
Obby mauler - 99strength Useless, you need to be a member to use the weapon.

PLEASE NOTE: RANGERS GET NO PK POINTS IF KILLED WITH RANGE!!!
Now, using that these are the items I reccomend.

Melee - Bandos armor, chest, legs, boots, Rune defender (no def), Robin hood hat ( str bonus+10), Zammy GS, DDS, whip. Barrow gloves from ghost shopkeeper (go southwest from shop emote to see him he's in a tent)

Ranger - D bow, bandos armor, zammy book, Maple shortbow, Magic shortbow, Darkbow (ONLY USE DBOW FOR PKING!) 400rune arrows for 99range - approximate.

Mage - Buy 40 mind runes, 120 airs, and type ::barrage (1k waters, deaths, bloods).

Alright, now that you have your gear, start training. These are the places I reccomend for leveling:

Range: Go to train located in emote tabs, use maple shortbow that way you can shoot from a distance. MAGIC SHORTBOW IS LIKE USING MELEE! you should be able to get 99range in about, 5-20minutes. You can also do this in barrows.

Mage: Same as range, use train located in emote tabs, but barrows is not reccomended, because of the fact that they can hit you and it gets annoying, you might as well be able to farcast and save hp in train.

Melee: Barrows, it is so easy to train, first get 70attack (because you may surpass it on accidant.) now you may use your whip and get to 99strength quickly.

Now it is time to make sure you can replace your gear if you die, you should get 99thief so you can thief from silk stalls for quicker money. (4mill each thief which is about 5-10seconds per theft)

Now to move on to pking, these are reccomended forms of pking.

Melee - simple, wear your bandos at your own risk, or buy monk robes, and wear barrow gloves, and climbing boots.
Get a DDS, and a whip. Now start pking!! use dds when they are low at hp, it can come up to about 50dammage if you hit both, USE ATTACK!!! it works on private servers the best. If you have mage on this, you may use ice blitz to kill them, ice barrage is okay but, ice blitz doesnt really take away from hit time.

Range - Hard to do unless accompanied by mage. Run up, and start ranging someone, when they run outside and you are still using a Dbow, Dont stop, they will keep recieving dammage. If you have mage on this, you may use ice blitz to kill them, ice barrage is okay but, ice blitz doesnt really take away from hit time. Plus the fact of the matter is, you can run back, and they will be unable to hit you if they are melee. Use at your own risk. this is effective, but dont think I wont be pjed after a kill.

Mage - Extremely hard to kill people if you dont have melee or range. You will only hit about 30 max, while others will be completely killing you, use at your own caution, but hey, at least you can far cast eh? DONT FORGET ABOUT ::BARRAGE! it can help you in times of need.

Last but not least, tripods.
Tripods can easily kill, you must have a DDS, runes, and a darkbow with 190+arrows, combine all of the fighting techniques added above, it is hard to raise these, but really rewarding during a battle.
